Security Guard Services in Stockton
In Stockton a guard company needs more than a state licence: a City business licence that the Director of Finance may not issue until the Chief of Police has investigated the operator and recommended approval — and every uniform, badge and patrol vehicle needs the Chief’s sign-off first. Guardian’s BSIS-registered guards cover Stockton posts under CA PPO #121089, backed by our California operations center around the clock.

The Stockton Rule
Stockton Won't License a Guard Company Without the Police Chief's Approval
California licenses every guard company through the Bureau of Security and Investigative Services. Stockton adds a City layer of its own — and routes it through the Chief of Police.
Under Chapter 5.40 of the Stockton Municipal Code, it is unlawful to operate a private patrol system in the city — any business furnishing guards, watchpersons or patrolpersons for compensation — without first obtaining a City business licence, which carries an annual application and investigation fee. The application, filed with the Director of Finance, must include a copy of the company’s state Private Patrol Operator licence and a five-year employment history for every person who signs it. A copy goes straight to the Chief of Police, who investigates the applicant’s truthfulness, reputation, character, competency and integrity — and the Director of Finance may not issue the licence without the Chief’s recommendation for approval. Renewal is annual and investigated the same way; the City’s business-licence office lists private security companies among the activities that need a fresh Police Clearance each year. Every watchperson on a Stockton post must hold an unrevoked state guard registration card, and no uniform, badge or patrol vehicle may be used until the Chief of Police has approved it — nothing resembling Stockton Police or Fire issue.
That is the standard a Stockton buyer should hold every guard company to. Ask for the state PPO number and the City business licence before you sign. Guardian Integrated Security operates under California PPO #121089, and every guard on a Guardian post holds a current BSIS registration.
On-site security guard services also do a job no camera can. A registered guard is the physical presence at the storefront, the gate and the lot during the hours your people and customers are on the property — and where a Stockton site has more perimeter than a guard can walk, Guardian backs that guard with cameras and live agents from our California operations center.
“It is hereby declared to be unlawful for any person, either as principal, or agent, or otherwise, to engage
in the business of operating a private patrol system without first having obtained a business license
therefore as herein provided.”

The Basics
What Security Guard Services Cover in Stockton
Security guard services put a licensed, uniformed officer on your property — at a lobby desk, a gate, a loading dock, a parking structure or on foot patrol — to control access, deter theft and disorder, respond to incidents while they are happening, and document them.
In California every guard company must hold a Private Patrol Operator licence, and every guard must be registered with the Bureau of Security and Investigative Services after a DOJ and FBI background check and Power to Arrest training, with 32 hours of security-officer skills training in the first six months. Guardian’s guards can be unarmed or armed, standing post or foot patrol, for a single shift or a 24/7 schedule.
On-site guard coverage typically runs $25–30 per hour, which works out to roughly $20,000 a month for a single post staffed around the clock. Where a Stockton site has more fence line than a guard can walk, Guardian pairs the post with live video monitoring — live agents on the cameras at under $3 per hour — so the guard covers the door and the agents cover the perimeter. Our Operations Center
Stockton Guard Posts Backed by Our California Operations Center
A guard on a Stockton post is never working alone. Every Guardian post reports into our California operations center — the same team that watches our clients’ camera feeds around the clock — which tracks the guard’s timed check-ins and receives incident reports as they are filed. When a post also has cameras, an agent who sees activity on the perimeter can alert the guard on site and, once an intrusion is confirmed, alert and coordinate with the Stockton Police Department using what has actually been seen.
Guardian sends its own licensed patrol when a post needs backup. Stockton’s Chapter 5.40 also writes cooperation into the job: every private patrol watchperson working in the city is required to aid, assist and cooperate with the Stockton Police Department, under a patrol system the code places beneath the general supervision of the Chief of Police. Your site gets a written incident report for every event and a supervisor you can reach.

Property Types
Built for the Miracle Mile Storefronts, March Lane Centers and Waterfront Blocks Where Stockton Does Business
Stockton’s people-facing commercial property runs along its avenues and the waterfront, and a guard post has to fit the block it sits on. Downtown offices sit near the Weber Avenue waterfront and the event blocks beside the channel; the Miracle Mile carries restaurants and storefronts on Pacific Avenue whose customers have to be welcomed and watched at the same time; and the March Lane corridor stacks offices, retail centers and hotels across the north side, with big-box lots trading where Highway 99 and I-5 meet the city.
Beyond the storefronts sit the marine terminals and warehousing of the Port of Stockton and Rough and Ready Island, and the distribution buildings of the Arch Road corridor by the airport — large sites where a gate post, a foot patrol and a camera system each do a different job.
Guardian staffs guard posts across Stockton and San Joaquin County, including downtown and the waterfront, the Miracle Mile, the March Lane corridor, the port and Airport Way industrial districts, and the neighbouring cities of Lodi, Manteca, Tracy, Lathrop and Ripon.
Retail & Storefronts
How On-Site Guards Protect Stockton Storefronts and Shopping Centers
Storefronts, shopping centers and the lots that serve them — from the Miracle Mile and downtown to March Lane and the Highway 99 corridors — share the same exposure: open doors, customers coming and going all day, and a parking lot where people are alone with their cars.
Guardian’s guards stand where that exposure is: a visible post at the storefront or the lot entrance, foot patrol through the aisles and the parking rows, an escort when a tenant or employee asks for one, and a trained response when a confrontation starts — protect the people present, de-escalate, alert Stockton police, and file the report. Where the center has cameras, our California operations center watches the rows the guard is not on and alerts the guard when something needs attention.

Stockton Data
More Than One in Four Stockton Robberies in 2025 Happened at a Business Premise
The California Department of Justice’s statewide crime file — built from the counts the Stockton Police Department itself reports — records 859 robberies in Stockton in 2025. 238 of them, 27.7 percent, happened at the four business-premise categories the file tracks: commercial houses (151), convenience stores (66), gas stations (20) and a bank (1); the rest were on highways and streets (292), at residences (132) or at miscellaneous locations (197). Strong-arm robbery — force without a weapon — was the most common form, at 477 offenses or 55.5 percent, against 256 with a firearm. 200 of the year’s robberies, 23.3 percent, were cleared. The year before ran 1,073 robberies, 368 of them at the same four business-premise categories.
SPD’s own 911-center data tells the confrontation story from the call side. The department’s calls-for-service file logs 645 robbery-type calls in 2025, and 330 of them — 51.2 percent — came in between 6 a.m. and 6 p.m., with the two busiest single hours at 6 p.m. and 7 p.m., the shoulder of the business day. The calls concentrated in the Civic (144), Lakeview (136) and Park (122) police districts. The same state file adds 1,365 shoplifting offenses in 2025 — 28.8 percent of Stockton’s larceny-thefts — and 2,296 aggravated assaults, 30.6 percent of them cleared. Call figures are calls for service as recorded, not confirmed offenses.
This is the case for a guard on the property, not a camera alone. Robbery, shoplifting confrontations and assaults happen while doors are open and people are present; what changes the outcome is a trained officer already there when it starts — protecting staff and customers, stepping in where it is safe to, and handing Stockton police a first-hand account.
Sources: California Department of Justice, Crimes & Clearances with Arson 1985–2025 (July 2026 release, OpenJustice Data Portal), rows for San Joaquin County, agency Stockton — robbery totals, weapon and premise categories, shoplifting and assault counts, and clearances as reported by SPD; and Stockton Police Department Calls for Service, City of Stockton Open Data Portal, distinct robbery-type calls by final call type, queried 28 August 2026. The premise and weapon categories are the DOJ’s own; call-entry times record when a call reached the 911 center. Clearance status is point-in-time; open cases may clear later, and both datasets update over time.

FAQ
Security Guard Services in Stockton — FAQ
Does a security guard company in Stockton need a City licence as well as a state licence?
Yes. Chapter 5.40 of the Stockton Municipal Code makes it unlawful to operate a private patrol system in the city without first obtaining a City business licence, on top of the State of California licence. The application goes to the Director of Finance with a copy of the company’s state Private Patrol Operator licence, and a copy goes to the Chief of Police, who investigates the applicant’s reputation, character, competency and integrity — the licence cannot issue without the Chief’s recommendation for approval, and renewals are investigated the same way each year. Every watchperson must hold an unrevoked state guard registration card, and the City’s business-licence office lists private security companies among the activities needing an annual Police Clearance. The state layer is the Bureau of Security and Investigative Services’ Private Patrol Operator licence — Guardian’s is PPO #121089 — plus BSIS registration for every guard. Before you sign with any company in Stockton, ask for both.
When do robberies in Stockton happen — after hours or during the day?
They spread around the clock, with a tilt toward business hours. Of the 645 robbery-type calls SPD’s 911 center logged in 2025, 330 — 51.2% — came in between 6 a.m. and 6 p.m., and the two busiest single hours were 6 p.m. and 7 p.m., while stores are still open and staff are still on site. Robbery is a crime against people, so it happens when people are there — which is why a Stockton guard schedule usually starts with the hours customers and staff are on the property, with cameras and live monitoring carrying the overnight. Call figures are calls for service as recorded, not confirmed offenses. For the commercial burglary picture, see our California commercial burglary statistics.
Should my Stockton business use armed or unarmed guards?
For most Stockton commercial properties, unarmed. The state crime file that carries the Stockton Police Department’s own reported counts shows strong-arm robbery — force without a weapon — was the most common form in Stockton in 2025: 477 of 859 robberies, 55.5%, against 256 with a firearm, or 29.8%. A BSIS-registered unarmed guard trained on detention limits and de-escalation covers the typical retail, office, parking and multifamily post. Armed guards hold an additional BSIS firearms permit and are reserved for posts with cash, high-value inventory or a documented threat history. Guardian assesses the post before recommending either.
What does a Guardian guard do when a crime happens at my Stockton property?
Protect the people present first, then report. Stockton writes cooperation into the job: under Chapter 5.40 of the City’s code, a private patrol system operates subject to the general supervision of the Chief of Police, and every private patrol watchperson is required to aid, assist and cooperate with the Stockton Police Department. A Guardian guard follows the post orders for your site — intervene where it is safe to, detain only within the limits California law sets for private persons, alert Stockton police with a first-hand account of the people and vehicles involved, and file a written incident report you receive after the shift. That account matters: the state file shows 200 of Stockton’s 859 robberies in 2025, 23.3%, were cleared. Guardian sends its own licensed patrol when the post needs backup, with our California operations center on the line throughout.
