Security Guard Services in San Jose
San Jose writes its own rule for guard companies. Under Chapter 6.50 of the San José Municipal Code, a guard working a post in the city must carry proof of current state registration and show it to any police officer on demand, and the chief of police sets the uniform and vehicle rules that keep private guards distinguishable from SJPD. Guardian’s BSIS-registered guards cover San Jose posts under CA PPO #121089, backed by our California operations center around the clock.

The San Jose Rule
San Jose Makes a Guard's State Registration Card a City-Law Requirement on Every Post
California licenses every guard company through the Bureau of Security and Investigative Services. San Jose does not add a second City licence the way Los Angeles does — it writes the state requirement into City law and adds rules of its own.
Chapter 6.50 of the San José Municipal Code, “Patrol Services and In-House Security Programs”, makes it unlawful for anyone working for a private patrol operator to engage in patrol activities in the city without carrying evidence of current state registration, which must be shown to any peace officer on demand. The chapter reaches a business that hires its own guards too: an armed in-house security employee must carry the state registration. The chief of police may set uniform, insignia and vehicle rules so private guards are clearly distinguishable from SJPD’s; compliance is mandatory, and the rules are filed with the city clerk. There is no City permit or fee for a guard company in the chapter, and the San Jose Police Department’s Permits Unit lists no private-patrol or security-guard permit among the twenty-three it issues.
That is the standard a San Jose buyer should hold every guard company to: a state Private Patrol Operator licence for the company, and a current BSIS registration card in the pocket of every guard on your property. Guardian Integrated Security operates under California PPO #121089, and every guard on a Guardian post holds a current BSIS registration.
On-site security guard services also do a job no camera can. A registered guard is the physical presence at the lobby, the gate and the lot during the hours your people and customers are on the property — and where a San Jose site has more perimeter than a guard can walk, Guardian backs that guard with cameras and live agents from our California operations center.
“It shall be unlawful for any person or any employee of a private patrol operator to engage in private
patrol activities within the city without having in his possession evidence of current registration with the
state pursuant to subdivision (f) of Section 7514 of the California Business and Professions Code.”

The Basics
What Security Guard Services Cover in San Jose
Security guard services put a licensed, uniformed officer on your property — at a lobby desk, a gate, a loading dock, a parking structure or on foot patrol — to control access, deter theft and disorder, respond to incidents while they are happening, and document them.
In California every guard company must hold a Private Patrol Operator licence, and every guard must be registered with the Bureau of Security and Investigative Services after a DOJ and FBI background check and Power to Arrest training, with 32 hours of security-officer skills training in the first six months. Guardian’s guards can be unarmed or armed, standing post or foot patrol, for a single shift or a 24/7 schedule.
On-site guard coverage typically runs $25–30 per hour, which works out to roughly $20,000 a month for a single post staffed around the clock. Where a San Jose site has more fence line than a guard can walk, Guardian pairs the post with live video monitoring — live agents on the cameras at under $3 per hour — so the guard covers the door and the agents cover the perimeter. Our Operations Center
San Jose Guard Posts Backed by Our California Operations Center
A guard on a San Jose post is never working alone. Every Guardian post reports into our California operations center — the same team that watches our clients’ camera feeds around the clock — which tracks the guard’s timed check-ins and receives incident reports as they are filed. When a post also has cameras, an agent who sees activity on the perimeter can alert the guard on site and, once an intrusion is confirmed, alert and coordinate with San Jose police using what has actually been seen.
Guardian sends its own licensed patrol when a post needs backup, and every Guardian guard on a San Jose post carries the BSIS registration card that Chapter 6.50 of the San José Municipal Code requires there. Your site gets a written incident report for every event and a supervisor you can reach.

Property Types
Built for the Campuses, Malls and Lobbies Where San Jose Does Business
San Jose’s people-facing commercial property runs from Alviso to the Almaden hills, and a guard post has to fit the block it sits on. Downtown carries the office towers, the hotels, the SAP Center crowds and the SoFA and San Pedro Square restaurant blocks; North San Jose, between US-101, I-880 and Highway 237, holds the technology campuses and multi-building office parks where a lobby desk and a parking structure are the whole front door. Santana Row and the Stevens Creek corridor, Eastridge and the Story Road and Tully Road strips on the East Side, Oakridge at Blossom Hill, and the Lincoln Avenue and The Alameda storefronts add shopping centers whose customers have to be welcomed and watched at the same time.
Beyond the storefronts sit the dealership rows along Stevens Creek and Capitol Expressway, the airport-district hotels, and the warehouses and equipment yards of Edenvale, Monterey Road and Senter Road — large sites where a gate post, a foot patrol and a camera system each do a different job.
Guardian staffs guard posts across San Jose and Santa Clara County, including downtown, North San Jose, the East Side, Willow Glen, Almaden Valley, Berryessa and Evergreen, and the neighbouring cities of Santa Clara, Milpitas, Sunnyvale, Campbell, Cupertino, Mountain View and Palo Alto.
Campuses & Office Parks
How On-Site Guards Protect San Jose Office Campuses and Business Parks
Office campuses and business parks across San Jose — from the North San Jose triangle and the airport district to the downtown towers — share the same exposure: a lobby anyone can walk into, a parking structure shared by hundreds of employees and visitors, several buildings on one site, and a workday that starts before the first manager arrives and ends after the last one leaves.
Guardian’s guards stand where that exposure is: a visible post at the lobby desk to check in visitors and contractors, foot patrol through the parking structure and between buildings, an escort when an employee asks for one, and a trained response when a confrontation starts — protect the people present, de-escalate, alert SJPD, and file the report. Where the campus has cameras, our California operations center watches the buildings and levels the guard is not on and alerts the guard when something needs attention.

San Jose Data
More Than Half of San Jose's 2025 Robbery Calls Came in Between 6 a.m. and 6 p.m.
The City of San Jose’s 2025 police calls-for-service file records 1,067 robbery calls — strong-arm, armed, purse-snatch and generic robbery codes combined. 573 of them, 53.7%, came in between 6 a.m. and 6 p.m.; the busiest single hour was 5 p.m., with 91 calls, and Saturday the busiest day. 664 of the calls, 62.2%, went out at priority 1; 714, or 66.9%, ended in a police report, and 194, 18.2%, in an arrest or criminal citation.
Widen the lens to assault, battery, criminal-threat, brandishing and fight calls, and the same file records 8,038 in 2025, 51.9% of them in that daytime window, again peaking at 5 p.m. SJPD’s own NIBRS table adds the offense side: 360 robberies and 1,271 aggravated assaults reported in the first five months of 2026, figures the department marks preliminary.
This is the case for a guard on site, not only a camera. Robbery and assault happen while the doors are open and people are present; the value is a trained officer already on the property when it starts — to protect staff and customers, intervene where it is safe to, and give San Jose police a first-hand account.

FAQ
Security Guard Services in San Jose — FAQ
Does a security guard company in San Jose need a City permit as well as a state licence?
No City permit — but a City law. San Jose issues no private-patrol or security-guard permit: Chapter 6.50 of the San José Municipal Code contains no permit, licence or fee, and the San Jose Police Department’s Permits Unit lists none among the twenty- three permit types it issues. What the chapter does is make the state requirement a City offence: anyone working for a private patrol operator in the city must carry evidence of current state registration and show it to any peace officer on demand, and must keep to the uniform, insignia and vehicle rules set by the chief of police. The state layer is the Bureau of Security and Investigative Services’ Private Patrol Operator licence — Guardian’s is PPO #121089 — plus BSIS registration for every guard. Before you sign with any company in San Jose, ask for the PPO number and the registration card of every guard it posts.
When do robberies and assaults in San Jose happen — after hours or during the day?
Mostly during business hours. Sacramento Police Department report data for 2025 records 439 robberies at 20 commercial premise types in the city, and 58.5% of them have an occurrence time between 6 a.m. and 6 p.m.; of the 1,173 assault, battery and criminal-threat offenses at the same premises, 52.7% fall in that daytime window, and parking lots and garages were the single largest location for both. Burglary runs on a different clock — see our Sacramento commercial burglary statistics — which is why a Sacramento guard schedule usually starts with the hours customers and staff are on site, with cameras and live monitoring carrying the overnight.
Should my San Jose business use armed or unarmed guards?
For most San Jose commercial properties, unarmed. Of the 1,067 robbery calls San Jose police handled in 2025, 462 — 43.3% — were coded strong-arm robbery, against 239, or 22.4%, coded armed. A BSIS-registered unarmed guard trained on detention limits and de-escalation covers the typical office, retail, parking and multifamily post. Armed guards hold an additional BSIS firearms permit and are reserved for posts with cash, high-value inventory or a documented threat history; San Jose’s Chapter 6.50 also reaches a business that arms its own in-house security staff — an armed in-house guard must carry current state registration just as a contract guard does. Guardian assesses the post before recommending either.
Can my San Jose business hire off-duty police officers instead of a security guard company?
Only with the chief of police’s approval. San José Municipal Code § 8.16.010 makes it unlawful to retain, employ or contract with San José police officers or reserve officers for uniformed or non-uniformed security, patrol, surveillance, traffic- control or bodyguard services without first being approved as a secondary employer by the chief of police; the application describes your business, the work site and the duties, and is not complete until the secondary-employment fee and business tax are paid. A licensed guard company needs none of that: Guardian posts BSIS- registered guards under its state PPO licence, on the schedule you set, backed by its California operations center and its own patrol.
