Oakland Makes Every Guard Company Register With the Chief of Police — and Report Its Guards Every Quarter
California licenses every guard company through the Bureau of Security and Investigative Services. Oakland adds a second layer that most cities do not.
Under Chapter 5.52 of the Oakland Municipal Code, “Private Patrol Services and Private Watchman”, every private patrol operator doing business in the city must register with the Chief of Police before it starts. The registration carries the company’s details, a copy of its state licence and its city business licence, the name and address of every establishment it serves in Oakland, and the name, address, date of birth and state guard registration card number of every security officer it employs. Every quarter the operator files the same roster with the Chief again. Each guard must carry a second government-issued photo ID alongside the state guard card while working, the company’s uniforms and equipment must identify the company and be approved by the Chief of Police, no uniform or badge may resemble Oakland Police or Fire Department issue, and a business that hires its own in-house guard must get that guard a private guard’s permit from the Chief. Violating the chapter is a misdemeanor.

The Oakland Police Department’s public CrimeWatch data records 2,250 robberies in the City of Oakland in 2025. They split almost evenly between business hours and after: 1,070, 47.6%, were logged between 6 a.m. and 6 p.m. The single busiest hour was 9 p.m., with 157, and the second busiest was 9 a.m., with 136 — the closing and opening hours of the city’s shops, garages and lobbies. Saturday was the busiest day, with 399, and January the busiest month.
OPD’s coding puts 562 of the robberies down as strong-arm — hands, fists and feet — and 514 as robbery with a firearm, with a further 143 carjackings at gunpoint and 66 robberies with a knife. The same file records 6,189 assaults in 2025, 2,543 of them felonies, and again the day and the night divide them almost equally, with 4 p.m. the busiest daytime hour.

Can my Oakland business hire its own in-house security guard instead of a guard company?
Only with a City permit for that guard. Oakland Municipal Code Chapter 5.52 makes it unlawful to act as, or to employ, a “private guard” — a bona fide employee of the property owner rather than of a state-licensed patrol company — without a private guard’s permit issued by the Chief of Police. The guard applies under penalty of perjury with a five-year work history and any convictions, is photographed and fingerprinted by the Police Department, pays a non-refundable fee under the City’s Master Fee Schedule, and is investigated for fitness; the permit names the employer and the address it covers and is automatically revoked when that employment ends. A licensed guard company’s officers need none of that permit: Guardian posts BSIS-registered guards under its state PPO licence, on the schedule you set, backed by its California operations center and its own patrol.
