Security Guard Services in Modesto

Modesto has licensed private patrol businesses under the same City Code chapter since 1958 — night watch, merchant patrol, any guarding for a fee — but the City repealed its police-permit vetting in 1991, so the screening a Modesto buyer relies on today is the state’s. Guardian’s BSIS-registered guards cover Modesto posts under CA PPO #121089, backed by our California operations center around the clock.

The Modesto Rule

Modesto Licenses Guard Companies — but Repealed Its Police-Permit Rules in 1991

California licenses every guard company through the Bureau of Security and Investigative Services. Modesto’s own rule is older than most — and thinner than it used to be.

Chapter 8 of Title 6 of the Modesto Municipal Code, “Private Police Patrol Service and Detective Agencies,” defines a private police patrol service as night watch, patrol service, merchant patrol service, private police service, or any service of patrolling, watching, guarding or policing carried on for a fee, and makes it unlawful to conduct that business without first securing a City licence and paying the licence tax the section sets — ten dollars a quarter, on the books since 1958. The chapter once demanded much more: a permit, an application with required information, an eligibility screen, City control of uniforms and equipment, and a revocation procedure. Every one of those sections was repealed by Ordinance 2791-C.S., effective November 1991.

That leaves the vetting where the state put it. A Modesto business licence tells you a guard company paid its tax; it does not tell you anyone screened the company or its officers. So ask for the credentials the City no longer checks: the company’s BSIS Private Patrol Operator licence number and a current guard registration — issued after a DOJ and FBI background check — for every officer it posts. Guardian Integrated Security operates under California PPO #121089, and every guard on a Guardian post holds a current BSIS registration.

On-site security guard services also do a job no camera can. A registered guard is the physical presence at the door, the counter and the lot during the hours your people and customers are on the property — and where a Modesto site has more yard than a guard can walk, Guardian backs that guard with cameras and live agents from our California operations center.

“It shall be unlawful for any person to manage, carry on or conduct a business of private police patrol
service without first securing a license to do so from the Director and paying a license tax in the sum of
ten dollars ($10.00) per quarter.”

The Basics

What Security Guard Services Cover in Modesto

Security guard services put a licensed, uniformed officer on your property — at a lobby desk, a gate, a loading dock, a parking structure or on foot patrol — to control access, deter theft and disorder, respond to incidents while they are happening, and document them.

In California every guard company must hold a Private Patrol Operator licence, and every guard must be registered with the Bureau of Security and Investigative Services after a DOJ and FBI background check and Power to Arrest training, with 32 hours of security-officer skills training in the first six months. Guardian’s guards can be unarmed or armed, standing post or foot patrol, for a single shift or a 24/7 schedule.

On-site guard coverage typically runs $25–30 per hour, which works out to roughly $20,000 a month for a single post staffed around the clock. Where a Modesto site has more fence line than a guard can walk, Guardian pairs the post with live video monitoring — live agents on the cameras at under $3 per hour — so the guard covers the door and the agents cover the perimeter. Our Operations Center

Modesto Guard Posts Backed by Our California Operations Center

A guard on a Modesto post is never working alone. Every Guardian post reports into our California operations center — the same team that watches our clients’ camera feeds around the clock — which tracks the guard’s timed check-ins and receives incident reports as they are filed. When a post also has cameras, an agent who sees activity on the perimeter can alert the guard on site and, once an intrusion is confirmed, alert and coordinate with the Modesto Police Department using what has actually been seen.

Guardian sends its own licensed patrol when a post needs backup. And because Modesto stopped screening patrol services when it repealed its permit rules in 1991, the accountability on a Guardian post is built in-house instead: a state PPO licence and a BSIS registration behind every officer, a written incident report for every event, and a supervisor you can reach.

Property Types

Built for the McHenry Storefronts, Downtown Blocks and Highway 99 Frontage Where Modesto Trades

Modesto’s people-facing commercial property runs in corridors, and a guard post has to fit the block it sits on. Downtown around 10th and J Streets mixes offices, restaurants and event-night foot traffic that has to be welcomed and watched at the same time; McHenry Avenue carries miles of retail frontage north toward the Vintage Faire area at Sisk Road and Standiford, where big-box centers and mall outparcels put the parking lot at the front door; and the Pelandale corridor adds the newer shopping centers of the city’s north side.

Behind the storefronts sit the properties the rest of the local economy runs on: the food plants, cold-storage buildings and rail-served warehouses of the Beard Industrial District, the truck yards and equipment dealers along Crows Landing Road, and the distribution buildings that follow Highway 99 and Kansas Avenue — large sites where a gate post, a foot patrol and a camera system each do a different job.

Guardian staffs guard posts across Modesto and Stanislaus County, including downtown, the McHenry and Pelandale retail corridors, the Beard Industrial District and the 99 corridor, and the neighbouring cities of Ceres, Turlock, Riverbank and Oakdale.

Retail & Storefronts

How On-Site Guards Protect Modesto Retail Centers and Storefronts

Retail centers and storefronts from McHenry Avenue to the Vintage Faire area and downtown share the same exposure: open doors, customers coming and going all day, registers and merchandise within arm’s reach, and a lot where people are alone with their cars.

Guardian’s guards stand where that exposure is: a visible post at the entrance during business hours, foot patrol through the aisles and the lot, an escort when an employee asks for one, and a trained response when a confrontation starts — protect the people present, de-escalate, alert Modesto police, and file the report. Where the center has cameras, our California operations center watches the corners the guard is not on and alerts the guard when something needs attention.

Modesto Data

121 of Modesto's 193 Robberies in 2025 Were Strong-Arm — Force, Not a Firearm

The California Department of Justice’s Crimes & Clearances data for the Modesto Police Department records 193 robberies in the city in 2025. The dataset’s own location coding puts 73 of them — 37.8% — at commercial premises: 47 at commercial houses, 17 at convenience stores, 6 at gas stations and 3 at banks. The weapon coding is just as pointed: 121 of the 193, or 62.7%, were strong-arm robberies — force or the threat of it, no weapon — against 31 with a firearm, 16.1%. Against the 193 offenses on the books, MPD recorded 103 robbery clearances across the year — 53.4%.

Widen the lens to what a storefront absorbs day after day and the same dataset logs 1,083 shoplifting offenses in Modesto in 2025 — 33.4% of the 3,247 larceny-thefts MPD reported, and down from 1,615 the previous full year. Aggravated assault ran 991 offenses, and the largest single weapon category was hands, fists and feet: 467 offenses, 47.1%.

This is the case for a guard on the property, not a camera alone. Strong-arm robbery, shoplifting and assault happen at the counter and the door, while staff and customers are present. What changes the outcome is a trained officer already standing there — a visible reason to walk away, a protected exit for the people inside, and a first-hand account for Modesto police when it matters.

FAQ

Security Guard Services in Modesto — FAQ

Does a security guard company in Modesto need a City permit as well as a state licence?

A City licence, yes — a City permit, no. Chapter 8 of Title 6 of the Modesto Municipal Code makes it unlawful to conduct a private police patrol service business — night watch, merchant patrol, any guarding for a fee — without securing a City licence and paying a licence tax of ten dollars a quarter, a rule on the books since 1958. The police-permit sections the chapter once carried — application, eligibility screening, City control of uniforms and equipment, revocation — were all repealed by Ordinance 2791-C.S. in 1991, so the licence is a tax receipt, not a vetting step. The screening a Modesto buyer relies on is the state’s: the Bureau of Security and Investigative Services’ Private Patrol Operator licence — Guardian’s is PPO #121089 — plus a BSIS registration, with DOJ and FBI background checks, for every guard. Ask for both before you sign.

Shoplifting is Modesto’s single largest larceny category. The California DOJ’s Crimes & Clearances data for the Modesto Police Department logs 1,083 shoplifting offenses in 2025 — 33.4% of the 3,247 larceny-thefts MPD reported — after 1,615 the year before. Robbery adds the sharper edge: 73 of the city’s 193 robberies in 2025 were coded at commercial premises, led by commercial houses and convenience stores. These are doors-open, people-present offenses, which is why Modesto retail coverage starts with a visible guard at the entrance during business hours. Burglary runs on a different clock — see the California commercial burglary statistics — with cameras and live monitoring carrying the overnight.

For most Modesto commercial properties, unarmed. In the DOJ’s 2025 data for the Modesto Police Department, 121 of the city’s 193 robberies — 62.7% — were strong-arm, committed with force or the threat of it rather than a weapon, and 31, or 16.1%, involved a firearm; aggravated assault shows the same shape, with hands, fists and feet the largest weapon category at 467 of 991 offenses. A BSIS-registered unarmed guard trained on detention limits and de-escalation covers the typical retail, office, parking and multifamily post. Armed guards hold an additional BSIS firearms permit and are reserved for posts with cash, high-value inventory or a documented threat history — and since Modesto repealed its uniform-and-equipment section in 1991, the rules that govern an armed guard in the city are the state’s. Guardian assesses the post before recommending either.

Modesto’s code expressly allows it. The City’s definition of a private police patrol service excludes a person employed exclusively by one employer to patrol, watch, guard or police that employer’s own property — so an in-house guard on your payroll sits outside the City licence requirement that applies to patrol companies. What the exclusion does not change is who carries the load: recruiting, training, scheduling and supervising that employee is yours alone. A contract company brings the state layer with it — a BSIS Private Patrol Operator licence and a registered, background-checked guard on every post — plus what Guardian adds on top: timed check-ins tracked by our California operations center, a written incident report for every event, Guardian’s own licensed patrol for backup, and a supervisor you can reach. Many Modesto sites run both: your staff inside, Guardian at the door and the lot.
