Hayward Has No City Guard Permit — the State Card and the City's Trespass Rule Govern Every Post
California licenses every guard company through the Bureau of Security and Investigative Services. Hayward adds no second licence: its Municipal Code — codified through May 2026 and searched chapter by chapter for this page — contains no private-patrol or security-guard permit, registration or fee. The state layer is the whole licensing layer here: a Private Patrol Operator licence for the company, and a BSIS registration card that every guard must carry on duty.
What the City does write down is what a guard does on your property. Under Hayward Municipal Code section 4-2.40, it is unlawful for anyone to remain on private property or business premises after the owner, lessee or person in charge has told them to leave, and unlawful to come back after being told to keep away. That is the rule a Hayward guard enforces on your behalf — a lawful instruction to leave, backed by a City offence if it is ignored.
Hayward’s only written guard standard is sector-specific. Its Cabaret Regulations, for live-entertainment venues of a hundred or more patrons licensed by the Chief of Police, require one security officer for the first fifty patrons and one more for each further fifty, on duty from the start of entertainment or 9 p.m. and for half an hour after closing, covering the inside, the perimeter and the patron parking; every officer must hold current state registration, wear a “Security” nameplate, stay off alcohol, and carry no firearm on the premises without a state or local licence and fourteen days’ notice to the Chief of Police. The Hayward Police Department’s public crime layer — a rolling six-month window, 28 February to 27 August 2026 — records 251 shoplifting offenses in the city. 176 of them, 70.1%, were logged between 6 a.m. and 6 p.m., and 103, 41.0%, fell in a single police beat, Beat C; Monday was the busiest day.
The same window records 106 robbery and carjacking offenses, 57 of them — 53.8% — in the same daytime hours, with noon the busiest hour and Saturday the busiest day; Beat C again led. Assault, battery and brandishing offenses ran to 432, split almost evenly between business hours and after, and peaked at 6 p.m. For the year behind the window, Hayward police report that robbery fell 21 percent in 2025, in a year when incidents of all types declined 16 percent.
