Remote Surveillance Trailers in Anaheim
Anaheim gives an unsecured or boarded-up building just three days before it becomes a declared public nuisance — and if the owner doesn’t fix it, the City can abate it and bill the owner. Guardian’s solar-powered remote surveillance trailers put monitored cameras on an Anaheim lot, yard or vacant site within days — no power hookup, no trenching, live agents watching around the clock from our California operations center.

The Anaheim Rule
Anaheim Gives an Unsecured Building Three Days Before It's a Declared Nuisance
An empty building or lot in Anaheim is not just a security risk — it is a code-enforcement case waiting to open, and the clock runs faster than most owners expect.
Anaheim’s Municipal Code declares it a public nuisance for a property owner to maintain a building that has been “left open and unsecured from trespassers, children or vandals” for more than three consecutive days. The same three-day window applies to a building boarded up without a valid demolition or building permit, and to a building — vacant or occupied — left in a state of partial construction without a current permit. The City’s own code recognizes why: a dilapidated or unsecured structure can become “a harbor for trespassers, homeless persons, vagrants, criminals or immoral persons.”
When the City finds a violation, it can abate the nuisance itself once the deadline in its order passes and no appeal has been filed. The owner is then served an itemized statement of the abatement cost, with ten calendar days to protest it. If the owner doesn’t pay within thirty days, the City can make the cost a special assessment collected like property taxes — or, as an alternative, record a nuisance-abatement lien against the property as the owner’s personal obligation. A Chapter 6.44 violation can be charged as a misdemeanor or an infraction.
A remote surveillance trailer is built for exactly the three-day gap this ordinance creates: it needs no power hookup and no occupant, it puts a monitored, recorded security presence on the site within days, and every shift of live monitoring becomes documentation an owner can point to before the nuisance clock ever runs out. Where a site later gets tenants and permanent wiring, Guardian transitions it to fixed cameras with live video monitoring.
“Maintaining property where any building has been left open and unsecured from trespassers, children or vandals for a period in excess of three consecutive days.”
— Anaheim Municipal Code § 6.44.010.0702.02, Nuisances
Unsecured 3 Days = Nuisance
A building "left open and unsecured from trespassers, children or vandals" for more than three consecutive days is a declared public nuisance. (AMC § 6.44.010.0702.02)
City Abates What the Owner Doesn't
If the nuisance isn't fixed by the deadline and no appeal is filed, "the City may proceed to abate the nuisance." (AMC § 6.44.090)
Special Assessment or Recorded Lien
Unpaid abatement costs become a special assessment collected like property taxes — or, as an alternative, a nuisance-abatement lien against the property. (AMC §§ 6.44.120, 6.44.150)
Misdemeanor or Infraction Exposure
A Chapter 6.44 violation "may be charged as a misdemeanor or an infraction at the sole discretion of the prosecutor." (AMC § 6.44.170)

The Basics
What a Remote Surveillance Trailer Covers in Anaheim
A remote surveillance trailer is a self-contained, towable security unit: solar panels and a lithium battery bank power AI-assisted cameras, an integrated loudspeaker and an encrypted 4G LTE cellular uplink, so it runs on sites with no power, no internet and no buildings at all. Guardian positions the trailer where the exposure is — a lot entrance, a fence line, a laydown yard — and live agents at our California operations center watch the feeds around the clock.
Monitored trailer coverage runs under $3 per hour per site. A staffed 24/7 guard post typically runs $25–30 per hour, and many Anaheim sites use both: the trailer sweeping the open lot or perimeter, a guard controlling the gate or lobby. Contact us for a quote on your specific property.
Our Operations Center
Anaheim Trailer Deployments Watched From Our California Operations Center
A trailer parked on an Anaheim lot is only half the product. The other half is the team behind it: every Guardian trailer streams over encrypted LTE to our California operations center, where AI flags movement and a live agent verifies what the cameras actually show before anything escalates. A verified intruder hears a live voice through the trailer’s loudspeaker; if the intrusion continues, the agent alerts Anaheim Police with a real-time description of the person and vehicle, and Guardian sends its own licensed patrol when a site needs a physical response.
Every event ends in a written incident report, and every deployment builds a time-stamped record of monitored coverage. For the owner of a vacant Anaheim building racing the three-day nuisance window, that running record is the difference between saying the site is watched and showing it — documentation ready before the City’s Community Preservation Manager ever gets involved.

Property Types
Built for the Open Lots, Yards and Vacant Parcels of Anaheim
Anaheim Canyon anchors a City-planned industrial and business-park district on the city’s north side, carrying open storage yards and light-industrial parcels alongside its office space. The Platinum Triangle, built up around Angel Stadium and the Honda Center, mixes new office towers and parking structures with existing industrial businesses the City has explicitly invited to keep operating. The Anaheim Resort district along Harbor Boulevard and Katella Avenue runs on large-format surface parking that empties out overnight, and the Brookhurst Street and South Anaheim Boulevard corridors carry the city’s older commercial and light-industrial storefronts.
Add the city’s quieter exposure: buildings sitting vacant between tenants, construction sites between phases, and parcels held for redevelopment that have no power, no staff and no reason to wire permanent cameras.
A trailer fits all of it because it commits to none of it. Guardian deploys remote surveillance trailers across Anaheim, from Anaheim Canyon and the Platinum Triangle to the Resort district’s parking fields and the Brookhurst/South Anaheim Boulevard corridors.
Parking & Storage
How Surveillance Trailers Protect Anaheim Parking Lots and Storage Facilities
An Anaheim parking lot or storage facility has no single point anyone can lock down: the ground runs across acres, the fence line is long, and once the attendant clocks out for the night, the site sits unwatched.
A surveillance trailer solves that differently. One raised mast covers the aisles, the fence line and the gate together; AI catches movement as soon as it starts, and a live agent reviews the feed in real time to tell a customer or a tenant from an intruder. A trespasser who hears his hoodie called out over the loudspeaker usually leaves; anyone who doesn’t gets recorded and reported. The trailer follows the exposure wherever the site’s risk moves next.

Anaheim Data
4,193 Larceny-Thefts Hit Anaheim in 2025 — Vehicle-Target Theft Is the Single Biggest Category
The California Department of Justice’s 2025 incident data records 4,193 larceny-theft offenses reported by the Anaheim Police Department. Theft from a vehicle (1,047) and theft of vehicle parts or accessories (499) together make up 1,546 of them — 36.9%, the largest single category, ahead of every other type combined (1,255, 29.9%) and shoplifting (1,021, 24.3%).
577 of the 4,193 offenses — 13.8% — were cleared by the point this data was pulled; open cases may clear later.
Read those numbers the way a lot operator would. The single biggest slice of Anaheim’s larceny-theft problem happens to a parked vehicle, not inside a building — the exact exposure an open lot or storage yard carries after the gate closes. The value is in interrupting the theft while it is under way, not filing a report the next morning.

Clearance status is point-in-time; open cases may clear later.

FAQ
Remote Surveillance Trailers in Anaheim — FAQ
How fast does an unsecured building become a public nuisance in Anaheim?
Fast — just three days. Anaheim’s Municipal Code declares it a public nuisance for a building to be “left open and unsecured from trespassers, children or vandals” for more than three consecutive days (AMC § 6.44.010.0702.02); the same three-day window applies to a building boarded up without a valid demolition permit, and to a building — vacant or occupied — left in partial construction without a current building permit. If the City finds a violation and the owner doesn’t fix it by the deadline in the order, the City “may proceed to abate the nuisance” itself (§ 6.44.090), then bills the owner — 30 days to pay before the cost becomes a special assessment or, alternatively, a recorded nuisance-abatement lien (§§ 6.44.120, 6.44.150). A monitored surveillance trailer puts a documented security presence on a vacant Anaheim property well inside that three-day window.
How much larceny-theft happens on Anaheim's parking lots and open lots?
More than most operators expect, and most of it targets a parked vehicle. The California DOJ’s 2025 data records 4,193 larceny-theft offenses reported by Anaheim Police — theft from a vehicle (1,047) and theft of vehicle parts or accessories (499) together are 1,546 of them, 36.9% and the single largest category, ahead of shoplifting (1,021, 24.3%). Only 577, or 13.8%, had been cleared. Burglary runs on its own separate count — see our Anaheim commercial burglary statistics — but on an open lot, the pattern is simple: the theft targets whatever is parked, and the clearance odds are low. That is the case for monitored cameras that are already watching when it starts.
Can a surveillance trailer cover Anaheim Canyon, the Platinum Triangle or the Resort district's parking fields?
Yes — that geography is the trailer’s natural ground. Anaheim Canyon carries the city’s planned industrial and business-park district on the north side; the Platinum Triangle mixes new office towers and parking structures with industrial businesses the City has invited to keep operating; and the Anaheim Resort district along Harbor Boulevard and Katella Avenue runs on large-format surface parking that empties out overnight. A trailer positions at the fence line or gate with a raised mast covering rows a fixed pole camera would need wiring to reach, runs on solar and battery with no power hookup required, and moves as the inventory or the exposure moves. On equipped units, license-plate reading covers the vehicles that enter and leave. Where a yard also wants a staffed presence during business hours, Guardian pairs the trailer with a security guard post.
What happens when a trailer's live agent sees someone on my Anaheim lot at 2 a.m.?
The intruder hears about it first. AI on the trailer flags the movement, and a live agent at Guardian’s California operations center verifies on camera that it is an intruder — not a tenant, a customer or a stray animal — before anything escalates. The agent issues a live verbal warning through the trailer’s loudspeaker; most trespassers leave when a voice names what they are wearing. If the intrusion continues, the agent alerts Anaheim Police with a real-time description of the person and vehicle, and Guardian sends its own licensed patrol when the site needs a physical response. You get a written incident report for every verified event, and the footage is preserved with it.
