Hayward's Alarm Code Puts Verification Before the Call to Police
Most cities leave alarm verification to best practice. Hayward writes the procedure into its municipal code and says which methods count.
Under Hayward Municipal Code section 4-7.12, a company that monitors a burglar alarm in the city must try to verify every alarm signal before it asks the Hayward Police Department to respond: a first call to the premises, then a second call to an alternate number. Subsection (a)(9) adds that audio verification, video verification, or cross-zoning may be used in place of, or in addition to, that second call. A new system also gets a seven-day acclimation period.
For repeat false alarms the code goes further. Section 4-7.13 lets the Alarm Administrator place a site on verified-response status once the department has recorded five false alarms in a 12-month period, and section 4-7.03 defines that status: the Hayward Police Department will not respond personnel to the site based solely on the activation of the alarm system, and will require verification that the alarm is not a false alarm.
That is the gap live video monitoring fills. A recorded camera nobody is watching cannot verify anything; neither can a phone call to an empty warehouse. Hayward Police Report Non-Residential Burglary Down 27% in 2025
The Hayward Police Department’s year-end release for 2025 reports overall crime down 16 percent, property crime down 31 percent, vehicle theft down 44 percent, non- residential burglary down 27 percent and residential burglary down 14 percent, all against 2024. The department publishes those changes as percentages; it does not publish the underlying counts.
What it does publish is a live feed. Hayward’s open crime-data portal holds a rolling window of recent records — at the time of this build, 27 February to 27 August 2026 — with 3,027 crimes against property in that six-month span, including 39 second-degree burglaries of non-dwelling structures, 112 first-degree burglaries of inhabited dwellings and 386 burglaries from vehicles. Those are snapshot figures subject to reclassification, not annual totals.
A falling trend is good news, and it does not change what non-residential burglary targets: premises that sit empty and unwatched after closing. Value comes from interrupting an intrusion while it is happening — and, in Hayward, from the verification the code asks for before anyone asks the police to respond.
