The Challenge

Copper Theft Is a Margin Problem on Hayward's Data-Center and Housing Builds

In Hayward, construction security is a schedule problem before it is a safety problem. A bid assumes the material staged on Friday is still there on Monday; when feeder cable is pulled out of a rough-in, tools leave a job box or a pallet of conduit goes off the lay-down, the replacement is bought at today’s price, on someone else’s timeline, with crews standing by.

Hayward’s current build pipeline makes copper the material to watch. The City lists two data-center campuses under construction: STACK Infrastructure’s SVY03A campus, approved by the Planning Commission on May 22, 2025 at an estimated 76.6 megawatts, and Hayward Exchange @ 92, a 49-megawatt data center with three industrial buildings that is under construction and partially operational. On the housing side, the City is selling ten former Caltrans parcel groups along the old Route 238 corridor for development, led by the 472-unit SoHay project. Cable, conduit and switchgear are what those sites hold overnight, and under California Penal Code § 487j taking copper wire, cable, tubing or piping worth more than $950 is grand theft — a charge that only exists once the material is already gone.

A gate guard sees the gate. A drive-by patrol sees the site for the minutes it is there. A recorder gives you footage of the loss the next morning. Live video monitoring closes that gap: a trained agent watches the whole perimeter in real time, sees a person at the fence line, warns them off through the site speakers before they reach the cable, and — if they keep coming — alerts and coordinates with law enforcement using a verified description while it is still actionable. On a parcel that has no electrical service yet, the same coverage runs from a solar-powered rapid- deploy surveillance trailer.

The average construction site theft costs $30,000 per incident, and the U.S. industry loses an estimated
$300 million to $1 billion a year.

What We Watch

What Construction Site Monitoring Covers in Hayward

Guardian’s construction site monitoring puts trained human agents on your job-site camera feeds in real time — gates, fence line, material staging and equipment lay- downs — watching for theft, break-ins and trespass instead of leaving footage for someone to review later.

AI flags activity on camera in under a second. A live agent then verifies what triggered it, and if it is a real intrusion, speaks directly to the person through on- site speakers before they reach equipment or materials. The same agent alerts and coordinates with law enforcement and sends you a documented incident report.

The economics are why most contractors switch: on-site guards run $25–30 per hour, while live video monitoring runs under $3 per hour — roughly 70% less for continuous coverage of the whole site rather than one gate.

Our Operations Center

Monitored Live for Hayward Job Sites From Our California Operations Center

A Hayward job site on Guardian’s system is watched by trained agents at our California operations center as it happens — not by a recorder somebody scrubs through at the Monday safety meeting. The moment AI flags activity, in under a second, an agent checks the camera, and if it is a person on the site, speaks to them through the on- site speakers with a live two-way warning before they reach the cable or the tools.

Our agents work to Hayward’s alarm code. Hayward Municipal Code section 4-7.12 requires a monitoring company to try to verify an alarm before it asks the Hayward Police Department to respond, subsection (a)(9) counts video verification as one of the methods that satisfy that rule, and section 4-7.13 lets the department place a site with five false alarms in a year on verified-response status. So a Guardian agent who has watched the intrusion alerts the Hayward Police Department with a live description and the exact spot on the site, and sends Guardian’s own licensed patrol when an on-site presence is needed — a job-site trailer alarm that trips at 2 a.m. gets a person looking at the camera, not an unverified signal.

Property Types

Built for the Route 238 Parcels, the Industrial Corridor Campuses and the Mission Boulevard Infill Hayward Is Building Now

Hayward’s construction runs in three bands. Along the western edge of the city beside Interstate 880, the Industrial Technology and Innovation Corridor carries the warehouse, food-manufacturing and light-industrial builds, and the City’s two data- center campuses under construction — STACK’s SVY03A and Hayward Exchange @ 92 — are electrical builds measured in tens of megawatts, with long fence lines, large pads and switchgear staged for months. Down the middle, the City’s Housing Element expects most new residential growth in the Downtown Specific Plan area, along the Mission Boulevard corridor and on the former Caltrans Route 238 corridor, where ten parcel groups are being sold for development: SoHay’s 472 mixed-income units and retail on roughly 25 acres, a 298-unit concept with a public park on the 29-acre Quarry parcel at Overlook Avenue and Carlos Bee Boulevard, a 190-unit mixed-use proposal, and affordable housing on Grove Way. Around them sit the tenant-improvement and light-industrial jobs near Hayward Executive Airport and along Industrial Parkway.

What they share is the overnight problem: staged material, tools left for the morning, and nobody on site between the 7 p.m. stop and the 7 a.m. start that the City’s construction-hours rule sets for Monday through Saturday. Guardian covers all three bands. Fixed cameras and speakers suit a long-duration campus build. Solar-powered surveillance trailers cover a Route 238 parcel that has no service yet, a lay-down that moves with each phase, or a perimeter that needs coverage this week.

Guardian monitors construction and industrial property across Hayward and Alameda County, including the neighbouring cities of San Leandro, Union City, Newark and Fremont.

Job Sites

How Remote Video Monitoring Protects a Hayward Job Site Outside Construction Hours

Hayward’s construction-hours rule keeps a site quiet from 7 p.m. to 7 a.m. Monday through Saturday, and outside 10 a.m. to 6 p.m. on Sundays and holidays — twelve hours a night and most of the weekend when the cable, the conduit and the tools sit on a site nobody is on. Guardian’s monitoring is built for those hours. Cameras and speakers — fixed, or on a solar-powered trailer — cover the fence line, the staging area and the equipment lay-down, and move when the phase moves.

If AI flags a person on the site after the 7 p.m. stop, a live agent confirms it on camera, warns them off over the speakers before they reach the cable, and — if they stay — alerts and coordinates with law enforcement with a verified description of the person and any vehicle. Each event ends in a time-stamped incident report for the site owner or the general contractor.

Hayward Data

Hayward Police Logged 91 Grand Thefts Over $950, Excluding Shoplifting, in Six Months of 2026

The Hayward Police Department’s public crime data is coded by offense, not by premise type, so there is no construction-site count to cite; this page uses the categories HPD does publish. In the department’s open-data feed — a rolling window that covered 27 February to 26 August 2026 at the time of this build — HPD logged 91 grand-theft offenses over $950 other than shoplifting: 50 coded “grand theft, all other larceny over $950”, 15 grand thefts from a building, 15 from a motor vehicle, 6 of vehicle parts, and 5 across smaller categories. Alongside them sit 36 misdemeanor thefts from a building, 390 offenses of defacing, damaging or destroying another person’s property, and 3 of removing or damaging a communication device under Penal Code § 591. These are snapshot figures subject to reclassification, not annual totals.

The $950 line is the one a contractor should notice: it is the same threshold that makes a copper theft grand theft under § 487j. And the metal has somewhere to go — California law lets a recycler pay for nonferrous metal only after taking the seller’s photograph and photo ID and holding payment until the third business day, which means the value of stopping a theft is in the minutes before it leaves the site, when a verified, on-camera description to the Hayward Police Department can still change the outcome.

California Penal Code § 487j and Business and Professions Code § 21608.5, California Legislature (public-law mirror), fetched 28 August 2026.

FAQ

Construction Site Security in Hayward — FAQ

What is being built on Hayward's Route 238 corridor lands, and how does Guardian cover a phased build there?

Ten parcel groups. The City of Hayward is selling ten groups of former Caltrans parcels along the old Route 238 corridor for development under a purchase agreement whose disposal deadline the City Council extended from 2027 to 2032 in June 2024. Parcel Groups 1 and 10 became SoHay — 472 mixed-income rental and for-sale townhome- style units with retail on roughly 25 acres, approved in May 2018; Group 6, the 29- acre Quarry parcel at Overlook Avenue and Carlos Bee Boulevard, carries a 298-unit concept with a public park; Group 2 a 190-unit mixed-use proposal; Group 8 on Grove Way affordable housing. A phased build like these moves its lay-down every few months and often starts before electrical service is in, so Guardian covers it with solar- powered surveillance trailers that relocate with the phase, then fixed cameras and speakers once the site settles.

Monday through Saturday, 7 a.m. to 7 p.m.; Sundays and holidays, 10 a.m. to 6 p.m. Those are the construction hours the City of Hayward’s Building Division publishes under Hayward Municipal Code section 4-1.04, with construction-hours complaints referred to the Hayward Police Department for noise enforcement. That leaves twelve hours every weeknight and most of every Sunday when a job site is required to be idle — and when staged cable, conduit and tools are unattended. Guardian’s agents watch those hours live from our California operations center: AI flags activity in under a second, an agent verifies it on camera, issues a two-way audio warning, and alerts and coordinates with law enforcement with a verified description if the person does not leave.

91 offenses in six months, excluding shoplifting. In the Hayward Police Department’s open-data window of 27 February to 26 August 2026, HPD logged 91 grand-theft offenses over $950 other than shoplifting — 50 coded as “all other larceny”, 15 from a building, 15 from a motor vehicle, 6 of vehicle parts and 5 in smaller categories — plus 36 misdemeanor thefts from a building. The $950 figure is the same line California Penal Code § 487j draws for copper: wire, cable, tubing or piping worth more than $950 is grand theft, punishable by up to a year in county jail and a fine of up to $2,500, or imprisonment under Penal Code § 1170(h) and a fine of up to $10,000. That is why Guardian scopes a Hayward site’s coverage to the lay-down and the rough-in first, not just the site office.

Two, per the City of Hayward: STACK Infrastructure’s SVY03A campus, approved by the Planning Commission on May 22, 2025 at an estimated 76.6 megawatts, and Hayward Exchange @ 92, a 49-megawatt data center with three speculative industrial buildings that is under construction and partially operational. Two Amazon Web Services data centers already operate in the city, and in April 2026 the City Council amended the Municipal Code so that any new data center needs a Major Conditional Use Permit with a City Council hearing; the City reports no pending applications. A campus measured in megawatts is an electrical build — cable, conduit, switchgear — staged over a long schedule on a large fenced pad. Guardian covers that footprint with fixed cameras and speakers on the perimeter and the lay-down, watched live, and with solar trailers for the phases before permanent power.
